Parking Penalties - Liability and Enforcement
This course is aimed at caseworker and specialist level.
Aim
The purpose of the course is to introduce the Parking Penalties regime including legislation and jargon.
Objectives
Following the course you will have a good understanding of the following:
- imposition, liability, representations to local authorities and appeals to adjudicators
- other penalties - liability for and recovery of
- congestion charges
- moving traffic penalties
- charges for clamping and removal
- challenges to Local Government Ombudsman - discussion of alternative route of complaint to LGO against administration and enforcement of penalties
- recovery action in county court
- applications to set aside court orders and different means of enforcement
- recovery by bailiffs - discussion of key issues arising in bailiff enforcement:
- fees
- certification complaints
- HP goods
